Representatives Sam Graves (R-MO-06), Markwayne Mullin (R-OK-02), Daniel Lipinski (D-IL-03), and Brenda Lawrence (D-MI-14) introduced H.R. 5701 an Aviation Workforce Development Pilot Program Bill to encourage more men and women to pursue careers in aviation.

This legislation would incentivize businesses, labor organizations, schools, and governmental entities to work together to pursue strategies to develop technical talent and encourage workers to pursue aviation careers.  Studies show that in just four years, we will not have enough aviation maintenance technicians to meet the demand for those services and skills in the aviation industry.

“As a pilot and an ATP, I have seen firsthand the importance of having a skilled workforce of aviation technicians and mechanics,” said Graves.  “All of aviation from general aviation to large commercial operations will be affected if more people do not enter this vital field.  This legislation provides a viable path forward to address the skills gap and ensure the United States remains a world leader in the aviation industry.”

“With more than 2.58 million passengers traveling through U.S. airports every day, it’s crucial that the aviation industry has the skilled workforce they need to get every passenger to their destination safely,” said Mullin.  “The Aviation Maintenance Workforce Development Pilot Program Act will help the aviation industry match the growing demand for its maintenance workers by creating a grant program to support career development for the industry.  I’m proud to join my colleagues to introduce this bipartisan, bicameral legislation to ensure the aviation maintenance industry has the skilled workforce it needs to fulfill the increasing demand for air travel.”

“The professionals of the aircraft maintenance workforce are imperative to keeping our nation’s aviation system the safest and best in the world,” said Lipinski. “It is imperative that we ensure there is an adequate supply of trained and qualified individuals in this field.  I’m pleased to have worked with my colleagues, the aviation industry, and labor stakeholders to introduce this bill.  This program will help recruit and train the next generation of aircraft mechanics.”

“This aviation maintenance program not only has the potential to support job opportunities for many Americans, it helps to prepare a 21st century workforce to meet our 21st century aviation needs,” said Lawrence.  “America’s economy is dependent on a trained skilled workforce, and the educational opportunities and apprenticeship programs in this bill is exactly what this country needs and deserves. This is why I am proud to join my colleagues in introducing the Aviation Workforce Development Pilot Program Bill to support our economy and workforce development that helps to serve the safety and security of the American people.”

This legislation is supported by the following groups: Aeronautical Repair Station Association, Aerospace Industries Association, Aerospace Maintenance Council, Aircraft Electronics Association, Aircraft Mechanics Fraternal Association, Aircraft Owners and Pilots Association, Airlines for America, Aviation Suppliers Association, Aviation Technician Education Council, Cargo Airline Association, General Aviation Manufacturers Association, Helicopter Association International, Modification and Replacement Parts Association, National Air Carrier Association, National Air Transportation Association, National Association of State Aviation Officials, National Business Aviation Association, Professional Aviation Maintenance Association, Regional Air Cargo Carriers Association, and Regional Airline Association.
