ICYMI: Mullin Amendments to H.R. 3354 Approved by HouseOn Wednesday, the House voted to approve two amendments sponsored by Congressman Markwayne Mullin (OK-2) to H.R. 3354, the Make America Secure and Prosperous Appropriations Act for FY18. Amendment No. 73 would prohibit funds from being used to enforce the Environmental Protection Agency (EPA)’s methane rule. Amendment No. 74 would prohibit funds from being used to implement the Obama Administration’s social cost of carbon mandate. “This rule is currently facing litigation and uncertainty, and Congress must act to block this job-killing regulation estimated to cost the U.S. economy $530 million annually,” said Mullin last week during debate on Amendment No. 73. “Methane emissions from oil and natural gas have significantly declined in recent decades without multiple, overlapping federal regulations, and this is no exception.” “Congress and the American people have repeatedly rejected cap-and-trade proposals,” said Mullin during debate on the House floor last week in regards to Amendment No. 74. “The Obama Administration continuously used social cost of carbon models, which can easily be manipulated, in order to attempt to justify new job-killing regulations. The House has made a clear, strong record in opposition to social cost of carbon, voting at least 11 times to block, defund or oppose the proposal.” Amendment No. 73 passed the House by a vote of 218 – 195 (Roll Call #488). Amendment No. 74 passed the House by a vote of 225 – 186 (Roll Call #489). The House expects to vote on H.R. 3354, the Make America Secure and Prosperous Appropriations Act for FY18, on Thursday. |
